Following the termination, Free and ISOP acted as the guarantor, participating in Professional Building Consulting (PC2) to evaluate the site and identify new contractors. Jeff Bruce is the owner of two different entities, E&I Global Energy Services, Inc. and E&C Global, LLC, discussed with PC2. Ultimately, E&C was appointed as the contractor responsible for completing the project in the March 2017 tender agreement and subsequent completion contract. E&I is listed as a subcontractor in the contract.
