Last year, social housing sales in England just exceeded 17,500, with data from housing, community and local governments showing a drop of about 40% compared to the past two years.

Social housing sales were 17,504 in 2023/24, compared with 24,278 in the previous year, down 39% in the previous year, down 24,925 and down 42%.

The data could be welcomed by Deputy Prime Minister and Housing Minister Angela Rayner, who had previously said the right to purchase up to 70% off from council tenants could be cut.

The Ministry of Housing conducted an eight-week consultation, which closed the view of “how to reform the right” last month, “how to reform.”

Last year, purchases and sales rights fell 38% to 8,656 last year, according to the Department of Housing Data, and the majority of the remaining social housing sales came from a mix of “solid stair-based sales” and “other sales.”

Purchasing the right to reform is part of a broader driving force for the government to build 1.5 million homes over the next five years. The country has built about one million homes in the past five years.

If the tenant lives in social housing for three years, it is currently possible to purchase a home under the purchase plan, with the highest discount in England at £102,400 and £136,400 in London.

The policy was proposed in 1980 by former Conservative Prime Minister Margaret Thatcher and is one of her flagship reforms.

According to March Housing Department data, more than 2 million home sales have been made since 1980 under the plan for the right of purchase. However, the Council said they have little ability to replace their social housing stock.

The policy was initially attributed to the policy for the increase in home ownership, but was recently blamed for the increase in homelessness.
