Western governments are trying to deal with this phenomenon through blacklisted ships. The EU has added 500 ships to its sanctions list, while the United States, Britain, Canada and Australia have taken their own measures. However, Russia continues to replenish the fleet. EU sanctions envoy David O’Sullivan compared the effort to “whac-a mole” and told the New York Times: “Bypassing is a bit like this.”
