For Seal, the fundamental issue is not legislative but operational. “I don’t think the industry is doing enough to delay, to deny, to defend,” he said. “We were in an era in the ’60s, ’70s and ’80s where claims adjusters – if possible – wanted to cover claims. But now we don’t. They’re more like, ‘Let’s find a way to get out of this.'”
